I don't know about the Explorer but I had an experience with a Ford Mustang. I changed about everything I could think of related to the non-starting problem. Then I discovered there was a filter in the gas tank. Changed it and the problem disappeared!
Check bulbs Replace flasher
The problem could be that your flasher switch is going out. I had the same problem on my 99 blazer. It sounded like a bee buzzing in my dashboard. Had the switch replaced and problem was gone. Hope this helps.

My keypad doesn't light up anymore on my 1995 Ford Explorer and I was told that the assembly would have to be changed in order to fix the problem , it's not just a bulb
Bad socket? Shorted to groundRemove all affected bulbs and replace fuse - if it blows problem at internal wiring - if not check each socket to find defect
just had that problem, your battery is going! my batt totally flatlined & there was a buzzing/clicking from under the dash sounds like a short but my mechanic popped in a new battery and problem dissapeared!
Most likely this is an issue with the blend door. This is a very common problem on the Explorer and a 98 is about due for the failure. Check heatertreater.net for diagnostic information and a fix.
The most common problem would be your flasher. It is a module that regulates power going to your bulbs and allows them to flash. Check with your local parts dealer and they should be able to help you without the expense of a mechanic. The flasher usually is inexpensive and easy to fix. if its not the flasher, check the grounds for the pigsockets..............Mike
I have a 2001 ford explorer that was doing the samething. The trouble started when the ouside temperature got cold. I replaced the flasher unit and have not had a problem since.
