the thing is u need a steam directory folder to look at the core files of fallout 3 wich in result needs u to buy it
sell a rocket launcher to a mearcher then buy it back and repeat till u get all their money and do the same to other merchants
try connecting your fallout 3 folder to a new folder and if that doest work open the fallout folder and delete some stuff you don't need like some sounds
It shouldn't matter since the DLC's are merely ESP and BSA files that can be simply dropped into the Fallout 3\Data folder and selected via the game launcher Data Files option. Why don't you simply get a cracked version of the DLC's?

The best option is to get the Fallout bundle which can be purchased on Amazon.com. As a side note, the original company that made 1 and 2 filed bankruptcy and so the games can no longer be bought from their site.
