It most likely means he didn't really notice you until now. It also depends on the way he said it... depending on that it might have been a polite "maybe" that actually says "no thanks", or (which is more likely) it might have been a real "maybe" saying "Oh, her? Wow, I never thought she'd have something for me. Well, why not?"
Since now he knows what you think anyway, you can simply walk up to him directly and ask him what he's thinking if he doesn't approach you. With a "maybe" he will most likely not approach you by himself, though, but see if you're willing to do a little yourself.
