Probably have a "dimmer switch problem" The switch is mounted on the side of the steering column and can be replaced easily. Using a test light, 3 wires are at the switch. the wire coming down from the headlight switch that should be hot when headlight switch is activated. The other two are outputs which go to the high or low circuit of the headlights respectively.
Easy to fix with a 12 volt test light for troubleshooting.

No, they will not work, the Intrepid uses a 9007 (hi & low beam in one bulb), the Avenger uses a 9005 & 9006 (separate bulbs for hi & low beam), therefore neither the headlight housing nor the headlight bulbs will interchange.

First, check the fuses. If the headlight motor fuse is blown, this would be the easiest fix. Neither will move? Your switch may be the problem. Consult your Chilton to see how to use a DMM to test your switch. There is a manual release for them under the hood nearest the headlight motor. Look for a flathead type screw or knob on the motor. A 1/4 turn should release them, anymore and your adjusting the headlight motor speed.

First check fuses in the fuse box above the brake pedal. Remove the plastic cover and check each fuse. A working fuse will have a solid metal filament. In a dead fuse, the filament will be broken. Second, check the bulbs to see if they need to be replaced. If neither of these fixes the problem, you may have a broken headlight switch or multipurpose switch (turn signal stick).

I had a similar problem. Initially, whne I would switch from low to high, my headlights would just go out. Eventually I had neither low, or high. After some diagnosing, it turned out to be the headlight switch itself. Took about 5 minutes to replace.... If you don't have a Chiltons, or Hanes repair guide, I'd suggest getting one!!!
