As this issue started when you replaced a bulb you may have inadvertently put a single filament bulb into a dual filament socket.
Remove the new bulb you installed and look into the socket.
If the bottom of the socket has two contacts but your "new" bulb only has one, on it's bottom, then that is the problem. The single contact touches both the brake and the turn-signal contacts in the bottom of the socket at the same time causing the short.
If the correct bulb is in fact installed then check the wiring into the lights. There is probably a short - some bare wires.
If the turn signals are not working properly on a 2002 Chevy Venture and the fuses seem to be alright, check for burned out bulbs in the turn signals. Also, check to make sure the turn signal flasher is working properly.

It is built into the multifunction switch which controls your signals,high beams,cruise,etc...have to replace entire unit.
Check the bulbs first but it can also be the flasher.
It contains two relays, one for hazard lights and the other for turn signals. The one for the turn signals is defective and must be replaced.
Turn signals just quit working- have replaced flasher- checked all bulbs and fuses, checked all obvious wires, cleaned grounds, replaced the turn signal switch (that was an adventure). At a loss- any help out there? Hazards work fine- all other lights work fine- turn signals dead

There are a couple of reasons why the turn signals will not work on a 1998 Ford Explorer. The light bulbs may need replaced or a fuse has blown.
I just took my 97 sebring convertable in for no turn signals, wipers, rear defroster and radio. They replaced the ignition switch and now everthing works.
If the vehicle is equipped with a trailer light plug, the wires for the brake lights and the turn signals have been connected together, which is common, as many trailers do not have separate lights for brakes and turn signals.
In all probability you have a bad ground.
If you replaced the flasher on your 1999 Mercury Cougar and your turn signals are still not working, you should check the turn signal fuse. This fuse is located under the dashboard on the driver's side of the vehicle to the left of the steering column.
