A direct quote is a quote that you take from another source. You must put this in quotation marks and give a reference in parenthesis after the quote. I am 99% sure that you are referring to Voltaire. This idea is definitely attributed to him but I cannot locate an exact quote with a source. If it is a direct quote it could be from "Candide" or " Treatise on Tolerance"; at least that would be a good place to start.
