If Congress mandates health insurance, yes they can ration it. They will not call it rationing. They will call it regulating. The paperwork will be horrible. Someone has calculated that to fill out the required federal forms for each school requires over 800 hours. That means it requires one administrator at each school to spend nearly 4 months on paperwork. Can you imagine how difficult it will be when a doctor must spend twice as long doing the paperwork from your visit as he actually spends seeing you? 10 minutes to see patient. 20 minutes to do Federal paperwork.
