You should also send a written notice to the car dealer asking for the needed paperwork. In the letter you need to give a reasonable date by which they must provide the paperwork. Send the letter by certified mail so you have proof you sent it. If the dealer does not produce the needed paperwork in a reasonable amount of time you can sue them for the money you paid. Plus in most states by not providing a legal title they are breaking the law and could be fined and loose their dealers licence.

If you are out of the state for more than 30 days you are now a resident of the state you are in and should get a license from that state. When you return to TX you have 30 days to change your address.
