I've always heard that if you are 17, have a place to stay and a job you can legally move out. Or you could just wait the rest of the year till you turn 18.

Technically, yes, because you are still a minor and are underage. But, depending on the person dealing with the issue, the cop or attorney might take into consideration the fact that you're close to being an adult and if it's under the right circumstances they can help you get an emancipation.
