Confusion,not ready to be in a relationship, saying it just to make you feel better, saying it and not meaning it, loving you but not being "in love" with you, previously being hurt and now not wanting to relive that, or fear of hurting you if he knows you've been in a bad relationship. Could be a lot of things.
