1 part means it's always up to you how much you want to make. Make just what you think you will need for your recipe, whether that's 1 spoon of each oil or 1 cup each. Don't make more than what you need.
In general, you're going to use the same amount of all five of the oils. But you'd need to post the recipe word for word for me to be sure.

Lime juice is a good substitute for tamarind. Mix it with water in equal parts if the recipe calls for paste mixed with water. eg. if the recipe asks for tamarind paste mixed into 1/3 cup water, mix 1/3 cup lime juice and 1/3 cup water.
For cooking purposes you can add equal parts evaporated milk and water, and it will regain the same consistency as milk. Example, if the recipe calls for 1 C milk: 1/2 C Evaporated milk 1/2 C Water
