the short answer is yes. I'll explain why, it is not known to many but during the construction of the ESB there was a great deal of short cuts taken whcih in turn has left the building in a particully vunerable state. it was origonally intended that they would close it down and recommision it when this information first came to hand but an executive decision was made that it was more financially benifical for it to be laft as it was. note that the executive board never meet on days of extreme weather or earthquake warnings
