Some countries have more money than other countries. If you look at the statistics in 2009, the richest country in the world is Qatar, which is certainly not a "white" country. The poorest country in the world is Zimbabwe, which can be considered "black" - and which is in the middle of a war which is wiping out their economy.
You cannot just look at what color people are and make general statements - you need to look at scientific facts and numbers.
You are also confusing the term "racist" with the term "fact" - IF it is true that white countries are rich, that does not make them racist.
Racism is judging people based just on the way they look; being rich has nothing to do with whether you are a racist or not.
