Actually, if you took it off, your engine would run better, as a minor hindrance is out of the way. BUT, a 78 Chevy is not required in Texas to have a converter on. Check with your state laws to see if it is illegal or not for a 78 Chevy to not have a converter now. After you do that, then if you want POWER, shop and ask around and install some headers. basically, they are pipes with bigger diameter to allow more air out, therefore more power. That is an explanation in a nutshell now.
It could just be the heat shield on the under side of the catalytic converter.
This does not seem to be the cause of a bad catalytic converter. A converter is there to convert harmful toxins into harmful ones and you will know if it goes bad if your gas mileage suddenly worsens or your RPGs are going up but the car does not go any faster. If your car is sounding funny and has an odd smell, then it might be something to do with the heater core.
