If by "front" fan you mean the radiator cooling fan, then the answer is NO, the fuse would not cause it to blow, other than it allows the fan to receive electric current from the battery, through the automatic fan control switch.
The radiator electric cooling fan is controlled by a thermostatic switch [usually located in the coolant system] which is supposed to turn the fan on when the coolant temperature gets above a certain point.
If that switch "sticks" in the closed position, then the fan will run all the time.
Also, it is important to note that the fan will normally operate for a short time after the engine is shut off, until the radiator coolant cools down below the temperature programmed into the control switch.

You don't say the reason for the blower motor replacement. Did it not blow ? If that be the case, and you do have a new blower, check for 12 volts to blower. Could also Abe a malfunctioning blower module. Now if its blowing COLD air, well , replacing the blower moter wont make it blow warm. There could be numerous causes of that problem

The recirc door brakes and falls down blocking the blower which will reduce or block the air flow completely. Normally the dashboard would have to be removed to replace the broken recirculation door.
