I'm sure he don't hate you. if you're not going out with him then why would he want to kiss you? ask him out, ask how he feels about you. but if you're going out then don't ask for a first kiss, maybe he's not ready yet.
My answerIf you have been an Item in the past he could just be teasing you.If he is a new freind he may be trying to avoid that kind of comitment or relationship.
