Not necessarily. Although a very dilute strong base can produce a pH of 10, so can a weak base such as ammonia.

Also, be very careful to avoid the animal's eyes. yes that is true i washed 2 of my cats today with a travel shampoo bottle and it was fine. Use a cooler water temperature than you would use for your own shower. And don't try to get the head, if you have a strong cat it will lunge its self and maneuver out so hold its neck fur and rap your legs around its body to keep it still.

Yes you can but it's best if u go buy some puppy shampoo.
