Your sister is too small to know, maybe she was practicing and that's it!... give her a break!... shes only 11!... im a lesbian and when i was 11 my straight friend and i kissed each other twice, and shes living a perfectly straight life... :)... just don't panic...
Although it's not uncommon for a child to re-enact what they see I think this is just harmless expirimenting. Remind your mother of when she was that age. She was probably doing crazy exercises to get her breasts to grow bigger and practising kissing on teddy bears.
