Here's 2 things I would check:

If the relay is bad, then the fuel pump will not work.
It is located under the hood beside the the battery, its a black box and the relay is # 207 in the diagram in the owners manual.
If the fuel system is still holding pressure the car will start and run until the fuel runs out, The relay turns on the fuel pump.

Yes the relay will still click you could have blown a fuse that is for the pump, the relay on some models of engine is to only heat the fuel quickly for faster starting
main engine relay should be replaced with fuel pump relay. Are you sure your fuel filter is not plugged.

Are you sure you pulled the right relay?
The fuel pump in a 94 Lumina should not be running with the relay removed. The relay could be mislabeled, as the fuel pump is still getting power through a relay.
