If my husband pays off his debt will he be able to get the citizenship he was interviewed last sept the official requested the paper from the court house and he didn't have it?

Check back through the papers he was given. Whether or not the debt situation affects citizenship, I can't tell, but it is only good sense to pay off the debt. If it was a judgment, he needs to present the receipt from the people he paid to the court and they will give him a paid receipt. He will need to definitely keep that in his personal records for years to come. Do not delay; you may end up following the whole procedure over again.
