Meaning, if there was too many snakes because the population of the hawk decreased then it would go like this: If the Hawk Population was to decrease then... Snakes would increase, small rodents would decrease, and plants would increase. In a way they work together keeping it from being over populated.

Nature is like a system in equilibrium. If a change in any component nature, quality or quantity is imposed on it, it will try to suppress that change and try to nullify it. So if the number of rabbits increase that change will be nullified by many factors other than predators. Diseases, shortage of food etc. can happen. Also, the increase in the number of rabbits will provide a good habitat for the snakes and thereby help in more breeding. But this will happen only up to a particular limit after which there will be no more change.
Well mice are fast breeders so they will eat the crops. And snakes can eat lots of mice but they have lots of babys and they can have 10-13 babys every 3 weeks so its very hard to get them all and they will eat lots of the crops. But their cute =D The snake population will increase.
Well if the snake eats mice then a plentiful supply of mice will mean the snakes are well fed and their numbers will increase. If there are but few mice, the snakes food supply will be inadequate and some may starve, leading to a reduction in the snake numbers.
