Answer 1

The reason God let the Hebrews be scattered around the desert is because he had told them to do something and they disobeyed him. They where then told "A saviour will come" This was Jesus. He started Christianity.

The Hebrews disobeyed God so he Sent Jesus, He told them to turn to Christianity. These where Gods NEW chosen People.

Answer 2

It depends on which time the Israelites/Jews were scattered. Answer 1 confuses the arrival of Jesus with the first time that the Jews were in exile. This first time was the forty years that the Israelites wandered the Wilderness on account of disbelieving in God and the sin of the Golden Calf. Their faithlessness in God caused God to let that generation die in the Wilderness so that a new generation with faith could enter the Holy Land.

The second time began in 586 B.C.E. and has not really ended yet, although there were periods (such as from 534 B.C.E. to 70 C.E. and 1920 C.E. to the Present) where there were large concentrations of Jews in the Holy Land and even periods of self-rule. This second period of exile was again due to the Jews' faithlessness in God and their failure to atone for their sins. The various prophets chastized the Jews for this failure for centuries prior to and during the early part of the exile.

Many religious Jews believe today that the existence and survival of the State of Israel is indicative that Jews are beginning to roll back the centuries of faithlessness and are finally garnering a small portion of God's mercies. They further believe that a full return to Judaism for all Jews will serve to end the exile once and for all.

Are the dark skined people hebrews and are they god's chosen people?

There is no physical description of Hebrews in the Bible. We can only assume that they included a range of skin colors, just as the Jews of today. Jewish tradition teaches that the Jews are God's Chosen people, but it is a question of individual belief rather than a statement of truth.
