Replace the taillight bulb. Usually the tail light assembly can be easily removed with a Phillips screwdriver and once the assembly is off you should be able to twist the affected bulb a few degrees counter-clockwise and pull the bulb out.
Tail light bulbs are unique. They have two filaments and either can burn out leaving the bulb useless. In this case the tail light filament has burned out but the brake light filament is still good.

if someone has been working on your transmission, then they might have reassembled it incorrectly, or the switch is bad in the transmission. either way, that is the only place that the reverse lights could be trigggered from. take it to a transmission shop would be my suggestion. maybe someone put the tailight sockets in the backup holes

Fog lights are only accessable when headlights are on; once headlights are on, pull shaft/stalk out to turn on fog lights.
