A car that turns over but won't start means, the car can have the anyone of the following problems. Not enough gas in car, battery has no full charge, the fuel pump is not turning on, the engine is not getting gas to it, and the spark plugs are not firing.
It is either getting no fuel or no spark.
Maybe the car is getting too much fuel to the chamber and is drowning out the spark plugs because of some fuel or ignition problems.
if changing the fuel filter, and it still stalls out. you have a problem with the fuel not getting to engine.
if the engine turns over and it is not getting fuel, more than likely fuel filter or fuel pump problems if the car is not getting fuel.

There are a lot of reasons that a car might not start even if it is getting fuel and spark. It depends what kind of car it is. It could be something as small and simple as a bad starter or solenoid or something as complicated as a stretched timing chain. What are you working with?
check the ignition module, it's in or around the rotor
