If the coolant reservoir is being sucked out of the reservoir could this be a bad thermostat?

No it probably means you have a leak some where. Try pressurizing your system to find the leak.

Coolant not being circulated through the radiator/radiator fan subsystem. Most probably the thermostat is malfunctioning. Two ways to test this fault: (1) Coolant accumulates in coolant reservoir. (2) Remove the thermostat and immerse in boiling water; if thermostat does not open, replace unit.
If radiator coolant backup in reservoir is there any reason other than blown head gasket if cap and thermostat are good?
If you mean coolant in the engine oil reservoir, then yes, it is slightly possible, but very unlikely, that the engine block water jacket has developed a hole between the water and oil pathways. Other than that, the head gasket is the only place where oil and water can come in contact with each other unless your car is equipped with an engine oil cooler which is internal to the radiator (very unlikely). If you are referring to coolant being in the radiator overflow reservoir, it is supposed to have coolant in it. When the engine is cool, the overflow reservoir should be around half full.

Seems to me that it should leak worse when it is running, so I am going to assume you are talking about the coolant overflowing the reservoir, in which case goes back to you being low on coolant and the engine boiling the coolant.

The Jiggle pin allowes any trapped air behind the thermostat to pass through. Without this the engine could overheat. The thermostat uses engin coolant to melt a wax capsule and allow coolant to pass. The engin could be at operating temp and the thermostat would not open due to air being in contact with the capsule instead of the actual coolent. This would most likely lead to an overheating engin, and damage.
