If the electric fans on the radiator activated prematurly would that stop the heater core from heating up in a 1997 Chevy Venture Mini van?

It would be almost impossible for the fans to activate pre-maturely; the relay is energized when temp is certain degree.
If the fans did run prematurely though, the thermostat would keep the engine from staying too cold. If the temperature gauge shows that the coolant isn't heating up you probably need a new thermostat. If the gauge shows things are warming up, the heater core might be clogged or there may be a valve that's failing to open and allow coolant to flow through it.
