If the fan on a 1994 Honda Civic does not come on and you have checked the fuse box and tested the fan with 12v what else could be wrong?

Cooling fans use a relay to switch them on. You can use manuals to help you find where the relay is. Im not sure where it is on a 94. on my 91 it is located on a bracket bolted to the upper tie bar just behind the right headlight. Check to make sure all grounds are good and that the relay is getting power using a test light. If all is good, replace the relay. You might need a thermoswitch. It' turns the fan on when your engine is hot. It's like 10-15 bucks at autozone or pepboys.
