before you worry about the relay the problem might be simple. first thing to check is the fuel pump initia switch. it's located in the rear hatch area, on the drivers side. you will see a small plastic cover in the side panel, remove that to see a red button. press that button and try again. it automatically removes power to the fuel pump in the even of a collision, it might have just tripped for some reason.

The fuel pump relay is right by your drivers side blinker light under the hood there should be three little fuse things there it is the second one in. My aspire had a blown fuel pump relay got a new one from a bone yard and it fired right up after sitting for 5 years.

You cant change just the relay. On 96 thunderbirds the fpr is part of the Constant control relay module "CCRM" this also controls the computer relay and you electric fan relays.
