i am having the same problem and had it before in my 1996 grand Cherokee and i traded it in on a 2004 grand Cherokee and the same thing is happing. i spent like 2000 dollors on different macanics and no one fixed it.
There is a solenoid located above the transmission pan that controls the down shifting. To have this replaced at a shop it will cost about $300.
the choke is sticking, have it repaired
the random hose sticking out of the center of the valve cap
if it is automatic the transmission could be slipping if manual the throttle could be sticking
There is one mechanism on a turbo 350 for shifting into PRND21. I would not describe it as a shifting lever since it is a shaft sticking out the side of the trans case. For that reason your question doesn't make much sense. Perhaps rewording would help.
A transmission that is sticking would cause a 1997 Plymouth Grand Voyager to die after shifting it into gear. A problem with the ignition system could also cause this.
change the gearbox oil it is ATF you have sticking valves due to dirty oil. and oil all linkages.
Replace the blown fuse. You can put it in gear manually by sticking a small screwdriver in the slot on the right side of the console.
If it a manual transmission it could be fluid level/needs changing, shifting fork/linkage or syncro issues. If it is an automatic, the fluid level/condition can affect shifting, also if the valves in the valve body are sticking. The transmission can also just need rebuilding, clutches are worn.

I think you want the drain tube for the ac. it should be sticking out of the firewall on the passenger side, if it becomes plugged you can clean it out with a coat hanger or other piece of wire.
