99.995% of the time oil in coolant is a blown headgasket. If you tackle the job yourself get the 3 notch gasket (thicker). Replace the cam belt and idler pulley while you're in there. Also secure Raceware studs instead of the standard stretch bolts. I've done MANY diesels and great results were obtained with the stud system. Also do not get the head shaved to true it. Many a head has been destroyed by poorly informed machine work. The OH Cam is in the head so shaving it will move the cam bearing out of alignment when installing it. If the head warps at temp the only way to straighten it is by heating it to a plastic state and re-pressing it straight. Machining it is a waste of time and money.`So the trick is to clean the head gasket surface really well with thinner and then re-installing it.
