Make sure that there is power getting to the ac clutch when the switch is jumped. If the power is there then the clutch is bad and needs to be replaced.
What specific kind of vehicle do you have? It does sound like the clutch may be bad, but we also need to know what you are working on. You need to run power straight from the battery to the compressor. If is still does not engage then you need to replace the compressor and clutch, they are dead. If they do engage, then you have a wiring or computer issue.
easy if you have put power to clutch from battery and system is in vacuum and centure of clutch is turning with the motor in means to say your valve plate is dead in side compressor.

If the noise sounds like a power steering whine it could be caused by the A/C compressor clutch bearing or the belt idler pulley.

If the timing chain or belt jumped time one tooth or notch it would lose most of it's power. If it jumped two teeth or notches it wouldn't have the power to move at all.
Check under the air filter housing for the PCM (power control module) if you could open it you would see about 5 relays on a circuit board one of the relays is for ac compressor. In general change the PCM.
most likely, the ac compressor is not functioning properly. when compressor's speed sensor is not the same with engine speed the ecu will shut off power to compressor. time for new compressor.
