Usually it depends on the size of the dog. If its a small breed than no, you have to talk to the airline, (you have to have the dog in a cage) and tell them the situation. Most airlines allow animals where passengers sit, but you have to buy the dog a ticket
If it is a big dog then, yes, you do have to put the dog below and the dog has to be in a cage/airline approved pet carrier.

As far as I have researched - The Pet Passport entry on Wikipedia states "...A correctly prepared cat or dog may be imported without quarantine into the United Kingdom from the following countries under the Pet passport scheme, but only by an authorised transport company..." - it then goes on to list a succession of approved countries, of which Australia is among them.You may like to contact the nearest British Embassy office in your part of Australia to get confirmation of this.
