I think you have to do all the Kanto gyms and the Johto, go to Mount Silver, then beat 'Red', who has a level 88 Pikachu. So just compleat the game, basicly.You beat the game, and go to Professor Oak to receive a Kanto starter.Go to Mt. Silver and defeat Trainer Red at the top.
