No you can still get a passport (in the USA) with a felony "stop" (conviction; a felony arrest does not really show on your record for any purpose other than buying a gun), there are limits on issuance if you are still under probation or parole for a conviction however. It should also be noted that some countries may bar your entrance with some convictions, countries with high rates of sex trafficking normally bar the entrance of sex offenders, IE: Just because you can get one it does not mean you can put it to use, be sure and check the requirements before you travel.

I think the only way to expunge a felony is if it happened when the person was a juvenile and found guilty as a juvenile. If it happended as an adult I dont think they can expunge a felony.
