It depends on the laws where you live. In the UK a car can be impounded if it is not
Taxed, has valid MOT and the DVLA are not informed that it is off the road. Police can also impound if a driver is caught in the vehicle on her Majesties highway without the correct licence, insurance and mot certificate or if they feel that its is not of a road worthy condition
In most US states and cities, YES. To get your car back, you have to have a valid drivers license, registration, insurance, etc... If you do not have the money to get it out of impound, it will go to auction after a certain period of time.
