It is not required for either parent, however it is best to obtain it from the other parent, or have it addressed by the court, to prevent a last minute injunction being filed.

Can a mother take a child across state lines without father's permission in the State of Florida and the father is no where to be found?

If the mother has sole custody of the child, then yes -- the father doesn't need notification. With joint custody, the answer may vary, but in most cases the father must be at least notified. The permission would be from a judge, not the father.

Can a mother that is married to the father of her children leave the state without fathers permission I live in Ill.?

You don't need permission for anything unless it's in a decree, but unless you have a remarkable hiding place, expect to be dragged to court eventually.

If you were never married to your baby's father do you have the legal right to move to another state without his permission or do you need to get permission from the courts first?

A mother has sole rights to her children unless/until a court order is issued giving the father custodial rights. If there is not a custody order from the court the unmarried mother may take the child/children and move whenever, wherever she wants.

Can a mother with full physical custody and joint legal custody. would need Fathers permission to take doughter out of the country to visit parents?

If you have joint legal custody then you will need the father to sign paperwork to get a passport for your daughter to leave the country. If she already has a passport and your trip out of the country does not interfere with his visitation then you have every right to take you daughter anywhere you want to take her:-)

Can you move anywhere with your child without your Ex permission you have joint custody but your divorce decree says that you have the right to the residence of the child without regard geographic res?

No, you still need his permission. The court order says joint custody and if you take the child out of the country you make that impossible to work and therefor break the court order. That last part just means that wherever you go, you still have custody. Otherwise you could go on vacation abroad and lose custody just because you are out of the country even though you have his written permission to take the child with you. Your ex of course also needs your written permission if taking his child out of state or country.
