An arrest warrant might remain sealed if it mentions several names. If the police only know how to find one of the people mentioned they do not want to arrest him and let the rest disappear. They want to wait until they can arrest the entire group. When they know where they can get all the members of the group, they unseal the warrant and arrest the entire group.
Any law enforcement agency can effect an arrest if they find out you have a warrant out for your arrest. The arresting agency would hold you and notify the location who issued the warrant of the arrest. At this point the agency who issued the warrant would make arrangements to collect the prisoner, take custody, and transport them back to the jurisdiction where the warrant was issued.
Arrest warrants are valid until served or recalled. It is unlikely a warrant for a crime as serious as kidnapping would be recalled without clear reason for doing so. Arrest warrants do not "expire" on their own.

If the agency holding the warrant was distant to the port of entry, it's unlikely they will expend the time and money to fetch someone with a misdemeanor warrant.
In New Jersey, a bench warrant is issued when someone fails to appear in court as required. The warrant authorizes law enforcement to arrest the person and bring them before the court. Once arrested, the individual may be held in custody until their court appearance or until they post bail.
The only way to get rid of an arrest warrant is to turn yourself in and face your punishment. Anything else would mean you are evading police and the punishment will be worse.

You could go to city hall and get a business license with a warrant for your arrest. In most cases, the city hall would not due a warrant search before issuing a business license. This does not mean that the warrant could not be discovered.
