You should hang out them and befriend them but most of all TELL THEM, but not flat out because if they don't feel the same it could be really awkward for both of you but still DO NOT sit on the sidelines forever because you will lose your chance, this happened to me and i regret it every day.
Tell them. You don't need to make a passionate thing of it, just say, I really like you. If their response isn't to run rapidly in the opposite direction, you could continue on to suggest, maybe we could see more of each other? Watch your friend's face and take note of body language. Provided you're paying more attention to the other person than to yourself and what you want, you will understand better their emotions and motives of your friend and, ultimately, achieve a far better outcome than the quick fix of a new date, which might be based on all the wrong reasons and could end badly. Keep it cool and non-challenging and friendly. Don't push.

Well it really depends. If you're shy you might want to ask a friend for assistance because sometimes it will be difficult believe me I know. If you're confident well go all out and ask but if you don't want to do it alone bring a friend. He/She might even like you who knows unless you try. Tell someone (other than the person you like of course) that you like a certain person, like your close friends or either of your parents. Both will give you good advice, trust me. And if it's your friends you're telling, make one of your friends tell the person you like (Or one of their friends) that you like this certain person/want to go out with them. If they like you, they will accept going out with them. If they don't like you, they will say something like "Whatever..." or "I like someone else". Or you could just tell them flat out that you like them and see what happens.
