Contact lenses power of -4.25 D means that the person has a medium myopia (shortsightedness) around -5.25 D in reality. It's nothing to really worry about. The myopia degree alone doesn't really say much about how good is someones vision. There are other factors as for example if the lens is working as it should, if there is no damage on optical nerve, some genetic malfunctions of the eye etc.

I personally have high myopia (-10.5 D, -9.5 D on contact lenses) but because otherwise my eyes are working as they should, with correction I have 100 percent vision and so my shortsightedness has no real influence on my life.

They wouldn't be able to legally. However the gate would have to LOCKED and not just closed. It would need a lock and/or chain that would prohibit them from opening up the gate. I don't know the exact procedure that you could do legally but I would contact an attorney if I were you.
