There is a difference between neglect and abuse; but both are harmful. Abuse is when the harm is done intentionally, neglect is when it is done without intent. What you describe er would more likely be called neglect.
because he is a bloke. simple.
Absolutely. You should tell your husband when someone close to you upsets you. He's your man and if he's any good, he'll listen, and if it's a serious problem, he'll do something about it.

Yes, tickling someone's feet or holding them down against their will and tickling them is a form of abuse. When a person says no to certain physical contact because it upsets then then the person using this physical action should stop!
You should tell him when he upsets you so that that type of behavior doesnt continue. He is not a mind reader and may just think it is ok to treat you that way. Dont be afraid of scaring him away just because you state you feelings. Communication is one of the 3 c's that a relationship should have in it, the other two are consideration, which has to do with him upsetting you and the third is compassion, he should not want to hurt your feelings. Besides he is only a guy and not a immortal so speak your mind but do it with the three c's involved and you didnt do anything wrong.
