Folks often mistakenly quote the TTC §545.056 as the source of this rule, but this deals with driving or PASSING via the left of the roadway prior to and at an intersection, not lane changes within unidirectional traffic that do not counter-flow and still maintain the correct flow of traffic. It may not be considered safe, but it is LEGAL! Individual Texas cities certainly have the authority to put their own laws into place prohibiting this, but as far as the state is concerned, so long as it can be done safely, it is not illegal.

(b) An operator may not drive on the left side of the roadway in a no-passing zone or on the left side of any pavement striping designed to mark a no-passing zone. This subsection does not prohibit a driver from crossing pavement striping, or the center line in a no-passing zone marked by signs only, to make a left turn into or out of an alley or private road or driveway.
In short: You can TURN left across a double yellow line, but may not PASS another vehicle to do so.

Yes, at least in Florida according to the drivers handbook. It's illegal to change lanes within 100 ft of an intersection also. I've never actually seen anyone get pulled over for it though.

It depends how long the intersection is, how many lanes there are, and how wide the lanes are.
"Under a traffic light" implies that it is at an intersection. You are not allowed to change lanes while passing trhough an intersection, you must maintain the lane you are travelling in.
