Can you use savage water for producing electrical energy?

I am not sure what you mean by "savage water". The basic condition is that the water must be at a higher position, and there must be a possibility for the water to flow down to a lower position. That's why dams are built, for example. That way, the water (at the higher level) has potential energy, which can be converted into other types of energy.

Why must the hot water tank in a house be placed higher than the boiler?

A boiler functions by boiling water to a steam, which rises upwards. Keeping the hot water tank above the boiler helps keep the hot water hot, as well as allowing the steam to carry itself to the tank, instead of the hot water tank producing steam feeding back into the boiler.

That depends (a) on how many occupants there are, and (b) whether your usage will be by annual fixed bill, or water meter. --------------------------------------------------------------------- With a meter the bill is based on how much water is actually used and the used water that must be removed, not the size of the house.
