I am not an expert on this sort of matter, but I can say from my experience in the Military and time spent around law enforcement, that this is definitely a problem within the US. Supplies get lost or stolen each and every day. Mostly while supplies are being shipped/transported. As far as medical supplies go I cant really say, but I know that their methods of transporting supplies are no more secure than law enforcement so you get the idea.

The selection process attempts to screen out people that are unstable, have a history of poor decisions, etc. The frequency of criminal acts by medical and law enforcement personnel is much lower than that of the general population. However, they are still people, and capable of doing wrong, Until we create perfect people, there will always be a small percentage of people that do the wrong thing. For what it is worth, I worked in law enforcement for a number of years, and have friends in both the medical and law enforcement fields. You can trust them with your life. I have.
