Well if you are a smart bunny, that's the first thing you do. You can't manage an emergency without having a plan, that's like managingchaos, it's just not possible.

The emergency operations plan is initiated by emergency management personnel during the emergency as a measure response to the event in question. It's like a Chess game every piece covers it's neighbours and so on down the line so no area is left unguarded or unprotected. Two small neighbouring towns may have a mutual cooperation plan. If one town has a large fire where both local fire halls are called out to fight the fire the neighbouring town may send (upon request) apparatus and a crew for assistance and coverage of the unprotected area of that town.

A railroad running through town limits may have a cooperation and support agreement with the town for fire protection of railway assets, in the event fire fighting is required the railway will compensate the township for fire fighting costs and expenses. These are examples of emergency operations plans that are put into place "before" a situation occurs, this gives a clear plan of action that management can use to address an "event".

Now it's hard to consider every event when compiling an emergency operations plan, that's why these plans are reviewed once a year and updated to ensure the best possible response. As technology grows and things change the plans are reviewed to keep them up to date.
