The Ruvyironza River is a tributary of the Kagera River that flows into Lake Victoria and the water leaving Lake Victoria becomes the White Nile River. The Blue Nile River originating in Ethiopia unites with the White Nile River at Khartoum in the Sudan. The combined waters of the White and Blue Nile Rivers, called simply the Nile River, flow from Khartoum to the Mediterranean Sea.

The outflow from Lake Victoria into the NILE is in the country of Uganda. However, if you say that the source of the NILE is one of the rivers feeding Lake Victoria (ie making the lake part of the NILE), then the country is Rwanda.
