Beavers started as a program for younger boys in the late 1960s or early 1970s in several Scouting organizations such as Scout Canada and the Scout Association in the UK. Scouts Australia calls them Joeys, Association des Scouts du Canada called them Castors and Kea for Scout New Zealand.
