the cable is either stretched or broke
you pull the hood relase lever inside the car under the steering wheel. it should just pop open partly. then there is a safety release under the hood you have to pinch that and the hood should come open.

As a Fire Fighter who faces this problem on many cars with front end damage we normally pry the edge of the hood on the driver's side up gently, look for the black cable which runs from the hood release handle to the hood release and grab and pull. This works about 95 percent of the time. If not, try to look in through the grill in the hood release area and see if you can unbolt the whole hood release.
After you pull the inside hood release , go around to the front of the Thunderbird There is a 2nd lever under the front edge of the hood , at the center , push on the right side of the lever as you are slightly pressing down on the hood so the catch releases and then lift the hood until the supports hold it open
Lubricate hood latch assembly and cables liberally with WD-40 or similar
Make sure the Hood release inside the cockpit area (near the drivers knees) is fully returned to the latched position. A '98 model may need some lubricand under the hood at the latch. A simple 3in1 or WD40 would work or better, a white lithium spray. Good Luck
Most hood releases consist of a latch tucked under the hood, but above the grill. If you place your fingers under the hood, usually to the right of center, you will feel the latch. You will lift the latch, and the hood should pop open enough to get your fingers under it. Then, it releases fully as you lift the lid. Two problems can occur on hood releases. One, sometimes the piece of the lever that you should lift up on has broken off. Second, sometimes the piece is there but it wont pop the hood. You could try to release using the safety latch. Or, you could try to pop the hood by placing your hands on the hood, one on each side off center. "bounce" your hands forcefully in a down-up motion and you should hear the hood latch "pop". Use your fingers to try to lift the hood. Sometimes you have to repeat the bouncing motion several times before the hood releases.

My 1991 GMC Yukon dose the same and I cant figure it out but me being an Ase certified in NHRA top Fule drag racing I pull the hood latch and go to the hood and pull up it should just pop up.
While pulling the release latch, try pounding on the top of the hood once or twice to break it loose. Those hoods have a tendency to stick sometimes. If you're not comfortable with pounding on your hood, try pressing down on it a couple of times with the palms of your hand at the front before pulling the release latch.
