Well that depends... There are some jobs that require you to be certified in CPR. You do not need to be certified to perform CPR. If there is not a certified rescuer in the immediate vicinity, you may perform CPR. 911 operators now instruct callers on how to perform a rough version of CPR. If you do find yourself in a situation where someone needs resuscitation, call for help quickly. Call 911 and begin CPR. Check the Good Samaritan Laws in your area.
It's up to the parents. There are very few babysitting laws, though. 11-13 year olds probably won't get far in the babysitting business, especially if they have not been through a CPR & First-Aid class. Though, 11-15 year olds would be breaking the law if they were babysitting a child under 3 years old.
