Not every CPU is overclockable, particularly the older series. As fas as I'm aware, none of the Core 2 Duo range was overclockable. It should be able to play Sims 3 well enough provided that you have a good graphics card.
It is probably because your laptop isn't fast enough. I have a laptop that is at 1.333 GHz and that wasn't fast enough. It worked for the first time but then not after that. There is nothing you can really do.

The Acer Aspire One does not meet the system requirements for The Sims 3. In particular, the processor is too slow (a 1.6 GHz Atom processor vs. a 2.0 GHz Pentium 4). Most models also do not include enough storage space to store The Sims 3 effectively (at least 6 GB of free memory are needed) I suggest that you get an Apple Mac Pro, it will DEFINATLY Run Sims 3, I have one. It is on the pricey side . but it is well worth it!

Is this GHz, Windows Score? Not much information was given. For GHz, It is reasonable, but not very good for gaming, GHz isnt all that makes up a processor though. If it is a windows score, then it is very bad.
