A trick question. Bagramon was created to debut in a season that didn't use the concept of evolutionary levels, and as a result, didn't receive one. Also, removing levels altogether meant several Digimon whose power are meant to be overwhelming had to be severely toned down to give everyone an even chance at the battlefield, in other words, the actual power of any Digimon in Xros Wars/Fusion is determined solely by plot importance.
You may have noticed certain Digimon like Omegamon or Lucemon are way less powerful in this season than they are supposed to be, regardless of their depictions in previous appearences because they have now a reduced role. On the other hand, Digimon like Apollomon or Shoutmon X7 are allowed to retain a more respectable amount of power because they have a more important role, in Bagramon's case, being the main villain.
Regardless of it, taking into consideration who Bagramon is based on, I still imagine his power to be somewhat in the same level as Lucemon in his fallen form.

Digimon from the Xros Wars era don't have levels, so comparing their power to any leveled Digimon is wrong by default. And even if he had a level it would still be difficult to measure his power because he was barely shown doing any fighting. From what we could see from him he is not very impressive, what is not surprising considering he is not a fully matured Digimon from Xros Wars standards, just a kid.
